  • The purpose of this document is to provide decision takers, policy makers and interested bodies and individuals with a framework for short and longer term action to reduce the harm caused by alcohol and drugs. It sets out the benefits of taking such action, and the costs of allowing the situation to deteriorate. It proposes a series of activities that can be undertaken immediately, with limited financial or manpower resources. It provides a more detailed outline for comprehensive plan of action in the longer term, involving not only the health sector, but also other sectors of government as well as nongovernmental organizations. It identifies obstacles and suggests ways of overcoming them. Although the focus of this document is on action at the national level, it is important to recognize that much can be achieved at local and provincial levels as well. Other WHO documents address these issues, and can be used in conjunction with the framework for action set out here.
