  • To improve surveillance and and monitoring systems for alcohol and drug use/abuse, the Global Trends Linkage Alerting System (ATLAS) is intended to develop a global monitoring approach. Despite a growing recognition that alcohol and drug abuse are triggering major social and health problems, there is a general lack of data on substance abuse and especially drug-specific abuse patterns and their health effects in most countries. This document is the outcome of a feasibility study conducted with the purpose of elucidating the nature and extent of substance abuse and its broad implications for public health. It assesses the availability and coverage of relevant data, including national and international sources.
