  • Although countries' historical, political and social characteristics differ, all have serious experience of illicit drug use and polydrug use is increasingly becoming the norm. Alcohol and cannabis feature highly in general population studies, with only a minority using harder drugs such as amphetamines and opiates. The media and politicians often combine to promote a public view of drug use and users which may differ totally from users' view of their own behaviour and which is distorted in that drug use is made to appear more prevalent and drug users more criminal and drug-using groups generally undesirable. The advent of HIV infection has affected the treatment philosophies of many countries, making harm reduction rather than abstinence the primary concern (although this remains the ultimate goal). This report covers the following subjects: Definitions; classes of drugs, use and abuse, polydrug use. - Methodologies. - Regional trends. - Policies and treatment. - The role of media. - Wider sociocultural influences.
