*520  $aSince the mid-1960s, all twelve countries now constituting the European Community have seen a substantial increase in drug addiction. In tackling the problems of supply and demand, all the countries involved have opted to bring legal solutions to bear alongside health, eduction and economic initiatives, and, since the early 1970s, have made efforts to introduce effective legislation. Comparision of the legislation which has resulted reveals how far attitudes to the phenomenon and ways of controlling it vary. This report is an overview of Community legislation. The headings are: Presentation of legislation and judicial practice in respect of demand in the twelve member countries. - Country-by country analysis of legislation and judicial practice in respect of demand. - The products, product classification, hard and soft drugs. - Drug use, prohibited, tolerated or permitted?
